When training for obedience the condition, muscle tone and coat does not matter. But the show obedience must be at 20.

There is technically no "champion" in obedience but there are 3 titles you can earn (CD, CDX and UD).

It is best to start obedience training as soon as possible. Session all the obedience tricks to 20. When the ones you need for the appropriate show are at 20 you can enter in a trial. I don't know when is too old to session for obedience but if you are beginning use a puppy and session it from day 1.
