How does anyone expect people to join the breed?

By communication. What breed? I have breeds where I do require approval for a very specific reason. It is also the breeder's right to do so, as is to keep their kennel closed due to their hard work, or having been screwed over many times before. If they do not accept or decline the approval after 24 hours, you can breed the dog.

Whippets have history of being a highly competitive breed.

All I can suggest is reaching out to the other kennels and asking about future stud use/dog purchases.

Honestly you really just need 2 males that aren't out of the same parents to start a line with. Just breed them smartly and you won't need to rely on outside studs.
